The Project Communication Specialist will be engaged to support the sub component of U-LEAD programme, component 2, inception phase.


The overall objective of the U-LEAD programme is to contribute to the establishment of multilevel governance which is transparent, accountable and responsive to the needs of the population in Ukraine.

Background and relevance

During 2014 and 2015, legislation in Ukraine was adopted aiming to provide an enabling environment for decentralization reforms and to consolidate units of local governance. The process requires external support in such areas as improving service delivery, community security and social cohesion on local, regional and national levels. As a response to the above needs, the European Commission adopted U-LEAD programme and budgeted 97 million euros for 2016-2020 (ENI / 2015 / 038 - 739).

The government's commitment and the provided technical assistance under U-LEAD and other donors' programmes create a momentum to implement the decentralisation reforms successfully. The integration of service provision is an essential part of the decentralisation reform package, and relates specifically to improving the accessibility and quality of public services. There is a need to create new Administrative Service Centres, primarily in capable amalgamated communities, and modernising the existing ASCs in small and medium-size towns

Programme structure The U-LEAD Programme consists of two components. The first component is aiming at strengthening the capacity to implement reforms, decentralization and regional policies. The component is implemented by the German Society for International Cooperation (GIZ).

The second component focuses on establishing effective centres of administrative services and increasing public awareness of the local government and is implemented by the Swedish Agency for International Development Cooperation (SIDA) through delegated cooperation. Sida is planning to implement the Component 2 in two phases: an inception face of 15 months, and a roll-out phase which covers the rest of the implementation period.

The role of SLK International

Sida has provided a grant to the Swedish Association of Local and Regional Governments (SALAR) to deliver activities in the inception phase during the first 15 months. SALAR is implementing the programme through SKL International, a subsidiary of SALAR that implements the organisation's development cooperation projects.

Activity areas

The first "inception phase" of the U-LEAD programme Component 2 will be a preparatory year, including some concrete show cases of support to administrative service centres during first 12 months. The phase will consist of three main activity areas:

  • Developing support packages and approaches that will be implemented during Phase 2 including refurbishment, equipment, institutional aspects, needs assessment, and training
  • Piloting support packages and approaches in 24 selected hromadas
  • Supporting the design of The roll-out phase including procurement

Duties and Responsibilities

The Project Communication Specialist is expected to

  • implement communication strategies and action plans for the project to ensure greater visibility and public understanding of the projects' goals and results;
  • work closely with the core team in Kyiv and Stockholm as well as with the main stakeholders GiZ, SIDA and other organisations working in the decentralisation field.
  • prepare documents related to the project to support affirmative media publications;
  • produce public relations materials and various printed materials focused on programme promotion for internal and external use, and assist with planning and publishing;
  • support the organisation of various public events on local and national level in order to achieve better understanding of the Programme, recognition and visibility;
  • manage and feed the Self-employment or any new websites content with news, innovative topic and useful content; support and coordinate the creation of promotional videos (documentary or testimonials) filming successful stories on project beneficiaries in different venue, while organizing the entire production process (preparation, production and post-production);
  • create, and coordinate efficiently with vendors (design and print houses, BTL agencies, MB agencies, production houses etc.);

  • Experience in communication or public relations for projects of similar scope;
  • Experience in developing and implementing communication plans.
  • University Degree in journalism, communications or equivalent.
  • Master degree is a strong asset.
  • At least 3 years ( 2 years for candidate with MA) of relevant professional experience performing tasks similar to the required job position;
  • Evident experience in web publishing and maintenance;
  • A proven ability to use creative and effective communication tools;
  • Evident experience in liaising and co-operating with media journalists, government officials, NGOs and the private sector;
  • Previous experience of working with the governmental sector is a strong asset.
  • Excellent computer literacy (MS Office; Windows, Internet); excellent communications, report writing and analytical skills.
