The Project Communication Specialist will be engaged to support the sub component of U-LEAD programme, component 2, inception phase.
The overall objective of the U-LEAD programme is to contribute to the establishment of multilevel governance which is transparent, accountable and responsive to the needs of the population in Ukraine.
Background and relevance
During 2014 and 2015, legislation in Ukraine was adopted aiming to provide an enabling environment for decentralization reforms and to consolidate units of local governance. The process requires external support in such areas as improving service delivery, community security and social cohesion on local, regional and national levels. As a response to the above needs, the European Commission adopted U-LEAD programme and budgeted 97 million euros for 2016-2020 (ENI / 2015 / 038 - 739).
The government's commitment and the provided technical assistance under U-LEAD and other donors' programmes create a momentum to implement the decentralisation reforms successfully. The integration of service provision is an essential part of the decentralisation reform package, and relates specifically to improving the accessibility and quality of public services. There is a need to create new Administrative Service Centres, primarily in capable amalgamated communities, and modernising the existing ASCs in small and medium-size towns
Programme structure The U-LEAD Programme consists of two components. The first component is aiming at strengthening the capacity to implement reforms, decentralization and regional policies. The component is implemented by the German Society for International Cooperation (GIZ).
The second component focuses on establishing effective centres of administrative services and increasing public awareness of the local government and is implemented by the Swedish Agency for International Development Cooperation (SIDA) through delegated cooperation. Sida is planning to implement the Component 2 in two phases: an inception face of 15 months, and a roll-out phase which covers the rest of the implementation period.
The role of SLK International
Sida has provided a grant to the Swedish Association of Local and Regional Governments (SALAR) to deliver activities in the inception phase during the first 15 months. SALAR is implementing the programme through SKL International, a subsidiary of SALAR that implements the organisation's development cooperation projects.
The first "inception phase" of the U-LEAD programme Component 2 will be a preparatory year, including some concrete show cases of support to administrative service centres during first 12 months. The phase will consist of three main activity areas:
