«Support to Decentralisation in Ukraine» Project

Supporting the monitoring of reforms through capacity building and analytic support:

  • Continued analysis of the sub-national budget performance on the monthly, quarterly, semiannual and annual basis
  • Regular monitoring reports produced on the basis of the above analysis, including further development of the monitoring indicators and their application towards the hromadas
  • Annual reports in continuation after the 2014-2018 study
  • Policy advice delivered on the basis of the findings of the monitoring and annual reports
  • Analytical reports focusing on selected aspects of LSG budgets and expenditure. Themes of such reports shall be established in cooperation with Ukrainian stakeholders
  • Capacity building activities and possible study visits of the fiscal monitoring team members to Sweden
  • Dissemination of the analytical materials and results of the monitoring
  • Building of the capacity of relevant staff within MinReg, MinFin, as well as other relevant bodies, like LSG associations, in the areas of data collection, analysis and evidence-based policy making

2. Decentralization in the field of education

  • Support to leadership of the MinEd in mastering the allocation formula as the policy tool of the Ministry
  • Support in building sustainable capacity in the team within the MinEd tasked with developing and amending the allocation formula
  • Support to the Institute of Education Analytics to implement the new EMIS software
  • Support to the MinEd to amend legislation (Law on Secondary Education, legislation regarding education statistics, legal acts regulating education management such as hub schools).

Possible additional support to MinEd

  • Support to MinEd to reform of teacher salaries. The current complex stavka based system of salaries should be amended to regular teacher contracts, specifying their rights and responsibilities
  • Support to MinEd to introduce profiled high school. As part of New Ukrainian School reform, it is planned to implement a separate high school (grades 9 to 12), which will present many logistical and financial challenges

3. Support of the Ukrainian Association of Amalgamated Territorial Communities

The project’s strategy is to assist the AATC to operationalise its own strategic plan using the experience and technical knowledge of SALAR. AATC needs to improve their practices across a range of areas so that results can be seen at all levels

The main objective of the component is to help AATC reach its long-term objectives. In that sense, AATC’s objectives becomes the project’s objectives. These are as follows:

  • AATC strengthens its legitimacy and membership base to achieve the legal requirements set for the LGAs in Ukrainian legislation
  • AATC introduces and implements sound institutional and organisational changes in order to perform effectively, democratically and gender-responsively
  • Local government members clearly benefit from AATC services in sound, transparent and accountable ways
  • AATC undertake proactive and evidence based lobbying and advocacy towards central level institutions in line with the members interests

4. Support of Parliamentary Committees

The objective of the support is for Parliamentary Committees to better practice their representative, legislative, and oversight functions and institutionalization in relation to implementation of the decentralisation reform

The project provides inputs to legal drafting processes through exposure to European best practices (in particular Swedish and Nordic) in the form of case studies, analytical papers and reports.

The project supports the establishment of long-term links with similar Parliamentary institutions (secretariats, advisory boards) with the aim to introduce new work principles, practices and procedures.

Within Ukraine, the project facilitates communication between the Parliamentary Committee on Organization of State Power, Local Self-Government, Regional Development and Urban Planning and major national and local stakeholders through seminars, round table discussions, field visits to Ukrainian regions.

Internationally, the project expects to expose MPs to best European practices (in particular Swedish and Nordic) on the key issues under the Committees’ responsibility:

  • decentralisation and creating efficient and capable local self-governments
  • amalgamation of territorial communities
  • gender equality and decentralisation
  • inter-municipal cooperation
  • cross-border and inter-regional cooperation between the local and regional authorities
  • state support to regional development
  • services provision to citizens
  • participatory democracy
  • administrative and public control over local self-government
  • service in local self-governments
