Support good governance in local communities as part of the Decentralization Reform

The project objective is to enhance good governance in newly established amalgamated communities by raising local residents’ awareness and enhancing local self-government bodies’ capacity in the context of the decentralization reform in Ukraine.

Expected results are:

  1. Awareness about the decentralization reform, functions of the new local self-government bodies and procedures for first community elections is raised among opinion leaders in new amalgamated communities
  2. Local journalists have necessary knowledge to report on issues of decentralization and first community elections
  3. Newly elected local officials in amalgamated communities are familiar with the decentralization reform modalities and with their responsibilities and methods of operation
  4. Amendments to legislative framework regulating formation and election of local self-government bodies are developed and promoted

Key activities are to:

1.1 Develop and produce printed awareness materials

1.2 Form a pool of trainers on decentralization and ‘first’ community elections

1.3 Organise community meetings in amalgamated communities before ‘first’ community elections

2.1 Organise seminars for journalists

2.2 Ensure continuous update of the website "Local elections"

3.1 Organise training for starostas (local government representatives)

3.2 Support participation of Ukrainian stakeholders in international governance-related events

3.3 Develop recommendations for Ukrainian authorities and other stakeholders and organise project final event

4.1 Provide expert and organizational support for drafting legislative amendments on local elections
