Partnership for Local Economic Development and Democratic Governance Project (PLEDDG)

Partnership for Local Economic Development and Democratic Governance Project (PLEDDG) is a 6-year technical assistance project that aims to strengthen Ukraine’s municipal sector by increasing capacities in 16 Ukrainian cities to advance local democracy and economic development. The Project strengthens local democracy through implementing an open government model and ensuring transparent and effective decision making by local government, creates enabling conditions for the creation and growth of small and medium-sized enterprises, with a focus on women entrepreneurs, facilitates decentralization of authorities and integrated development planning at the local, regional and national levels. 

PLEDDG is working in three main areas:

  • Implementing an “Open Government” Model and Ensuring Transparent and Effective Decision Making by Local Government.
  • Support of Small and Medium Sized Enterprises Development.
  • Improve Collaboration between Local, Regional and National Authorities to Facilitate Decentralization and Intergovernmental Dialogue.

PLEDDG cross cutting themes are integration of gender equality issues and environmental sustainability issues.

PLEDDG supports positive developments in 16 partner-cities of four Ukrainian oblasts. Together we are fostering the idea of the city as a comfortable and effective environment where authorities, businesses, and the public interact harmoniously. By cooperating with cities, we have managed to implement a broad spectrum of useful and important projects that had a positive impact on citizens’ lives. #ChangingCities demonstrates the progress cities have made with the support of PLEDDG showcasing successes in Zaporizhia, Vinnytsia, Poltava, and Ivano-Frankivsk oblasts.
