Amount of aid
USAID GOVERNANCE AND LOCAL ACCOUNTABILITY (HOVERLA) ACTIVITY intends to assist the Government of Ukraine (GOU) to progress and strengthen decentralization reforms by supporting local governance institutions to become more self-reliant, accountable to citizens, and able to effectively provide services. HOVERLA will also assist GOU to more clearly define levels of government, their respective authorities, and their responsibilities.
HOVERLA works to ensure that Ukraine’s system of local self-governance is increasingly institutionalized and effective, that subnational governments are more self-reliant, and that citizens can play an increasingly influential role in local governance processes.
The Activity is structured on a hub and spoke approach with a project office in Kyiv and up to 6 regional offices supporting 7 oblasts and more than 50 consolidated communities to effect transformative changes in sectoral decentralization, and training of consolidated community leaders and administrators.
HOVERLA’S THREE OBJECTIVES
HOVERLA will assist GOU to further develop a strong legal framework for local governance that provides an appropriate balance of authority and responsibility between local government institutions, primarily at the level consolidated community level, but also at the rayon (county) level, and the national executive level. The Activity will also support sectoral and fiscal decentralization to ensure local government accountability, effective citizen engagement, and oversight through the following 3 objectives:
Objective 1: Ensure Ukraine's system of local self-governance is increasingly institutionalized and effective.
Objective 2: Facilitate more self-reliant subnational governance.
Objective 3: Create mechanisms to allow citizens to play an increasingly influential role in local governance processes.
HOVERLA will work in close coordination with multiple GOU institutions, foremost among them the Ministry of Communities and Territorial Development and the Verkhovna Rada. Further HOVERLA will work with other USAID and other donor funded projects to ensure relevant and timely technical assistance is provided.
