E-Governance for Accountability and Participation (EGAP) Program is implemented during 2015-2023 by East Europe Foundation and InnovaBridge Foundation in partnership with Ministry of Digital Transformation of Ukraine and financed by Swiss Agency for Development and Cooperation. The program’s target regions are Vinnytsia, Volyn, Dnipropetrovsk, Luhansk and Odesa Oblasts.
EGAP Program implements two main components - development of e-services and e-democracy at the national and regional level, actively engaged in regions digitization and aims to improve access and increase the use of public services by all categories of citizens (including vulnerable groups and IDP's) and business.
EGAP Program main objectives are:
1) empowerment and implementation of new eGovernment policies and tools, developed in an inclusive manner, for more efficient and transparent provision of public services to citizens by authorities at three levels - national, regional and local;
2) increasing the use of new e-democracy tools at the national and sub-national levels by Ukrainians, which directly influences citizens' participation in decision-making process and increases their influence on politics.
As a result of the EGAP Program goals implementation, Ukrainians receive affordable and high-quality online administrative services, authorities - optimizated processes and saved time, and society in general - corruption risks minimization and more effective accountability. Public services optimitization into an online format is usually accompanied by legislation support improvements, business processes streamlighting, development of the digital literacy and online security projects for government officials and local government officials, as well as information campaigns conducting to promote e-services among population. During the years of the EGAP Program implementation, the following tools were created:
