Council of Europe Programme “Enhancing decentralisation and public administration reform in Ukraine”

Ukraine has been a member of the Council of Europe since 1995 and undertook commitments to respect the European standards and in particular, in the field of local and regional democracy, the provisions of the European Charter of Local Self-Government, ratified in 1997, and of its Additional Protocol on the right to participate in the affairs of a local authority, ratified in 2014.

The Programme “Decentralisation and local government reform in Ukraine” is implemented in the framework of the Council of Europe Action Plan for Ukraine for 2018-2021. The overall objective of the Programme is to support decentralisation reforms and the establishment of a sustainable local governance system in Ukraine. The key components of the programme are presented below.

Component 1

Reform of legislative framework, preparation and implementation of reform strategies, in the light of Council of Europe standards and good practice

Specific objectives

1.1 Provide central authorities with  access to international expertise to develop policy and legislation in line with European standards and good practice

1.2 Support central authorities through local expertise to develop relevant policy and legislation

Component 2

Reform the national training system in Ukraine and strengthen human resources management at local level

Specific objectives

2.1 Assist the National Agency for Civil Service  in reforming the training system for local servants  

2.2 Support improvement of human resources management in pilot amalgamated communities

Component 3

Support the decentralisation process in Donetsk and Luhansk regions

Specific objectives

3.1. Work with local stakeholders from Donetsk and Luhansk regions to support implementation of the decentralisation reform

3.1.1 Extend the Leadership Academy programme for mayors

3.1.2 Promote best practice for local government

3.2. Raise awareness and knowledge about the decentralisation reform among state and local administrations in Donetsk and Luhansk regions

3.2.1.Support an annual decentralisation forum, information and learning activities

3.2.2 Organise regional Media Contest

Component 4

Support  capacities of amalgamated communities to deliver better services

Specific objectives

4.1. Promote an efficient and service-oriented local public administration in Ukraine

4.1.1 Extend the Leadership Academy programme for local government officials

4.1.2 Support Best Practice in local government

4.2. Raise awareness of and promote the decentralisation reform

4.2.1. Organise Media Contests on the decentralisation reform at national level and in regions

4.2.2. Support annual opinion polls
