Project ‘Mobile Centres for Administrative Service Provision for the Conflict-Affected Population of Eastern Ukraine’

The overall goal of the project is to facilitate access to administrative, social and legal services for Ukrainian citizens affected by the conflict, including women and people with disabilities.

The project is focused on the network of modern ASCs created by the Programme in Donetsk and Luhansk oblasts.

  • developing effective gender-responsive and inclusive measures of access to ASCs (through mobile services) with a focus on providing access to the services of the most vulnerable groups, such as the elderly, women with children, households headed by women, women and men with disabilities;
  • ensuring the localization of mobile ASCs in real time for target groups;
  • creation of an intuitive information platform (on all relevant administrative, social and legal assistance services), with simplified access for target groups.

The project is focused on overcoming barriers to obtaining administrative, social and information services and legal assistance to the population in remote rural areas, and near contact line, as well as to citizens from non-government-controlled areas crossing contact line at entrance/exit checkpoints.
