Call for Expression of Interest on strengthening capacities of local self-government bodies through conducting workshops for amalgamated hromadas on municipal services and infrastructure development

1. Background

U-LEAD with Europe: Ukraine – Local Empowerment, Accountability and Development Programme (U-LEAD) is a multi-donor action of the European Union and its member states Denmark, Estonia, Germany, Poland and Sweden which supports these efforts. The Programme contributes to the establishment of multi-level governance which is transparent, accountable and responsive to the needs of the population. It supports the Government of Ukraine and in particular MinRegion in implementing the reforms and the establishment of the Local Government Development Centre with its 24 Regional Centres (RCs of LGDC).

2. Objective and Purpose of this Call for Expression of Interest

U-LEAD with Europe is planning to conduct capacity development measures dedicated to spatial planning and infrastructure development in AHs. The measures are in form of workshops and targeted at AH leaders in their executive bodies – mayors and deputy mayors.

The overall objectives of the workshop would be to fundamentally activate participating learners, give them space to pursue their own lines of inquiry, induce cooperation between them and enhance their problem-solving abilities. 

U-LEAD with Europe Programme (U-LEAD) is looking for an organisation or individual expert for developing of content and conducting up to 7 half-day introductory workshops in for AH leaders on municipal services and infrastructure development. The workshops will be conducted over the course of June-October 2019 and accompanied by half-day workshops dedicated to spatial planning developed & delivered by other experts, thus forming a joint one-day event.

Development of materials and conducting of workshops should be done according to the given concept paper, which provides an outline of the module, covering the following topics:

  • The role, needs and legal requirements of public services and infrastructure
  • Hierarchy and content of policy, planning and programming documents important for infrastructure and services planning and management
  • Types of services (revenue/non-revenue generating municipal services, business related infrastructure)
  • Energy efficiency of public infrastructure
  • Development and maintenance of infrastructure and services

The specifications of the assignment are as follows:

  • Workshop’s group size: up to 20 persons
  • Target audience: heads and/or deputy heads of hromadas, possibly senior managers / heads of department in larger hromadas
  • Workshop’s duration: 0,5 day
  • Workshop’s language: Ukrainian
  • Location: different regional centers of Ukraine
  • Number of workshops: up to 7
  • Timeframe of workshops’ delivery: June – October 2019 (exact timeframes will be agreed)

We expect that expert/organisation will:

  • Develop the training materials based on the U-LEAD developed concept and relevant materials in agreement with the respective unit of the Programme (Regional Liaison & Development Unit, RLDU);
  • Work on the development of in-depth training materials for topics mentioned above;
  • Deliver the workshops in close cooperation with other experts, the Programme and the RCs of LGDC.

3. Eligibility Criteria

Expert / The proposed by organisation expert(s):

  • should have at least 10 years’ experience in elaborating and delivering training measures in the topics mentioned above (p.2);
  • should have excellent communication, training and facilitation skills;
  • have command of English suitable to use international sources of information and prepare reports after trainings – strongly recommended;
  • be available for the assignment from May to October 2019.

Notice: all the reporting regarding assignments accomplished must be submitted in English.
